THE Transition Authority has asked county governments to adhere to equality standards and the 30 per cent rule when recruiting staff. TA wants county governments to consider merit when making appointments and promotions within their public service boards. In a human resource management advisory issued to the counties, the authority warned against discrimination, nepotism and favouritism.
The advisory is addressed to all governors, county assembly speakers and principal secretaries.The advisory says that some county governments have recruited village administrators, which is against the law."Whereas urban areas, cities, sub-counties and wards are express creations of the law, section 48 (1) of the County Government Act bestows the responsibility of the number of village units on the county assemblies," the advisory reads.
