The former Director of the National Leadership Institute (NALI), Kyankwanzi Col Shaban Bantaliza was last week charged with four more fraud charges at the General Court Martial in Makindye.
Although he pleaded not guilty to all charges, Bantariza did not apply for bail but was allowed to walk free. Soon after his appointment as deputy director of the Uganda Media Centre, Bantariza was first charged in July with three counts of fraudulent appropriation and intent to defraud'.
The Court Martial chairman, Brig Ddiba Ssentongo, read out the new charges: conduct prejudicial to good order and discipline, ill treatment of a subordinate, forgery and fraudulent alterations to documents.
In the new charges, prosecution led by Capt Fredrick Kangwamu says, Bantariza and others still at NALI on or about February 3, 2011 forged vouchers alleging that he had paid for a tractor, registration number UAN 652Z and its accessories worth Shs 67m.
This tractor had been donated to NALI by the ministry of Finance.Bantariza is also accused of conspiring with one Capt Edison Muhererwa to steal and also subjected his subordinate Warrant Officer II Henry Sentongo to ill treatment.
He is also reportedly accused of illegally receiving an extra Shs 9m and keeping 500 litres of fuel at his Kireka private residence.
The case was adjourned to October 24, 2013, when formal hearing begins.
Prosecution was also warned to produce its five witnesses, when the case starts, or risk having the case thrown out for lack of prosecution.
