Kenya Red Cross Society secretary general Abbas Gullet has said most counties are ill-prepared to manage serious accidents and disasters.
Gullet yesterday said 90 per cent of ambulances issued to government hospitals are put to the wrong use rather than attend to emergencies. He said many of them have been turned into hearses while others are used to transport illegal drugs and illicit brews such as marijuana and chang'aa.
