Kenya: Senate Bill Bad for Devolution, Says Rutto

Two governors from the Rift Valley have faulted some senators behind an amendment meant to create a County Development Board. The governors said it is a scheme to clip them of their executive powers.

Speaking at Kipchoge Keino stadium in Kapsabet during the Nandi county prayer day on Saturday, governors Isaac Rutto (Bomet) and Cleophas Lagat (Nandi) said the creation of the CDB emanated from the national government's fear of their powers. Rutto said for the last 50 years all resources have been controlled by the national government. He said this has led to huge discrepancies in development as some regions were completely forgotten.
