Kenya is in the process of borrowing the concept of "Balozi wa Nyumba Kumi" from the southern "watani" and brothers, Tanzania. The concept which was at it's prime in the 1960's until operated well until the 1980's had immense advantages and benefits "in the context of Tanzania then."

Tanzania since 1985 has changed immensely from the one that not only worked under the concept in which the head of the 10 households would generally be aware of who was a member of each household, and would be informed whenever a visitor came calling and how long they would be expected to stay.
