TWO purported fly-by-night businessmen appeared in court on Monday on allegations of defrauding the Ministry of Youth, National Service, Sports and Culture more than N$800 000.
The two - Adolf Ortman and Edward Hadekemana - were arrested by the Anti-Corruption Commission after an investigation into the scam that allegedly involves fictitious invoices.
