FINANCE Minister, Patrick Chinamasa, will on Thursday afternoon present his delayed 2014 national budget to a nation showing little hope of getting a lift from a policy statement that has already been damned by critics even before it is heard.
The budget is usually announced in November but Chinamasa, who was named finance minister after the July 31 elections, delayed the presentation saying he needed time for further consultations.
