For the first time in the clamour for a commercial regulator for Nigerian ports, a major investor in the maritime sector deviates from popular opinion by recommending that a new body to regulate the Nigeria Ports Authority (NPA), Nigeria Shippers Council (NSC), terminal operators and shipping lines be set up.
