Tanzania: Three-Government System Proposal Needs Sober Deliberation

ON Thursday, last week, the Chairman of the Constitution Review Commission (CRC), Judge Joseph Sinde Warioba called a press conference for editors' forum where he clarified on salient but controversial issues in the second draft constitution which is expected to be tabled before the Constituent Assembly in April, this year.

There were many issues in the Second Draft Constitution needing clarification, but the most controversial clause and which is still under discussion by various groups and individuals concerns the proposed Three Government system; that is, a government for each Tanganyika and Zanzibar and a Union Government.
