THE East African Legislative Assembly (EALA) is perhaps the only "mobile" capital in the world. Ideally, that wouldn't have been a problem if the decision to have its sessions held on rotational basis in the region's cities, wasn't something shrouded in political maneuvering increasingly aimed at isolating Tanzania within the East African Community.
Last August, Ugandan and Rwandan EALA legislators walked out of the debating chamber to protest the decision by Speaker Margaret Zziwa, a Ugandan, not to allow a motion for holding EALA sessions on rotational basis in EAC member states.
