Botswana: Request for Expression of Interest (EOI)

The Ministry of Environment, Wildlife and Tourism through the Department of Forestry and Range Resources intends to develop the Chobe Forest Reserves Management Plan (CFRMP). This CFRMP should consist of a Strategic Environmental Assessment (SEA) of the Forest Reserves, Specific Sustainable Forest Reserve Management Plans (SFRMP) and the Ecotourism Plans (ETP) in the Chobe district.

Background Almost 110000 km2 of Botswana is protected land, which is more than 18 % of the surface of the country. Besides famous national parks, Botswana has the following six Forest Reserves: Chobe (154500 ha), Sibuyu (116100 ha), Kasane ext. (64111 ha), Maikaelelo (54300 ha), Kazuma (16800 ha) and Kasane (14931 ha). All six Forest Reserves are located within the Chobe district and represent 4207.42 km 2 or 3.83 % of the total protected land. With the exception of Sibuyu and Kazuma all Forests Reserves share borders with the Chobe National Park, whereas the former are situated along the border to Zimbabwe.

Invitation of Companies The Ministry of Environment, Wildlife and Tourism wishes to invite eligible companies to develop Chobe Forest Reserves Management Plans. The interested companies should (those licensed or certified and recognised by PPDAB) should have a proven track record in the development of forest management plans. The interested companies should provide the following information indicating that they are qualified and competent enough to conduct this assignment: - Organisational Contacts Details (Name of entity, Address, contact person, telephone number, fax number and email address).

- Relevant key staff or experts likely to be employed for this assignment (together with their curriculum vitae (not less than 5 persons). - Experience and outstanding capabilities in the formulation of forest management plans or related fields (no more than 4 pages). - Declaration by Directors and shareholders of Companies. In addition to the above, companies are required to attach valid certified copy of company registration (if foreign, from country of Origins). In order to enhance their qualification, companies may opt for Joint venture and may also include any relevant information which is not covered above. All joint ventures must be accompanied by a joint venture agreement clearly indicating the lead firm.

Submission of EOI One (1) marked original and Five (5) copies of the expression of interest must be submitted in a sealed envelope clearly marked "Expression of Interest for the Development of the Chobe Forest Reserves Management Plan" and must be delivered at the Department of Forestry and Range Resources Headquarters Office, at Loapi House, Old Lobatse RD, Plot 1272, Office 201; and addressed to "The Director, Department of Forestry and Range Resources, Private Bag 00424, Gaborone, Botswana" by 10:00 hours local time,( GMT +2:00) on or before 1st March, 2014.

The submissions shall be opened immediately thereafter in the Conference Room of the offices of the Department of Forestry and Range Resources Headquarters in the presence of companies or their representatives who wish to attend the opening session. Companies which have shown their interest and submitted their Expression of Interest in accordance with above, will be shortlisted and invited to submit a Technical and Financial proposal in line with PPAD Act and Regulation. This request for expression of interest can also be obtained online on the Government portal @ www.gov.bw LATE SUBMISSIONS WILL NOT BE ACCEPTED and will be returned to the bidders unopened.
