Uganda: Who Will Save the Civil Service, Because Our Govt Can't?

Delayed payment of civil servants' salaries is increasingly becoming one of the many despicable routines of the Ugandan state. Things are actually worse. It is not just delayed salaries, some civil servants take months without receiving their meagre wages. Worse still, others are deleted from the government payroll altogether. When the latter happens, rectifying and getting reinstated is a nightmare for lower-level civil servants, especially teachers and police officers.

Often, one has to bribe their way through the malfeasance that defines Uganda's public administration. The rot, incompetence, inefficiency and sheer failure to perform in a public office have steadily eaten through the entire Ugandan public service.
