After passing his advance levels papers, he got admission into the University of Birmingham and took a degree in archaeology; and at the end of it, he returned to the same Antiquities Department, where he was made an archaeologist.

In 1961, he transferred his services to the Regional Govern-ment as an Administrative Officer and was posted to the Premier's Office as an Assistant Secretary. The schedule he was saddled with was very sensitive and it included all chieftaincy affairs and Native Authority (NA) appointments beyond a specified salary level. From the Premier's Office, he was deployed as deputy permanent secretary, Ministry of Local Government where Alhaji Ibrahim Dasuki, was then the Permanent Secretary. From there he was at various times provincial secretary for Niger and Plateau provinces. In 1965 he was appointed acting permanent secretary of the newly created Ministry of Water Resources with Alhaji Ibrahim Biu as the minister.
