At 3:17pm, Speaker Rebecca Kadaga ushered President Museveni into the Serena Conference Centre for the presentation of the 2014/15 budget that reported a Shs 475bn shortfall in revenue collections this fiscal year.
In response, Museveni hailed the budget that he said highlighted a shift from consumption to investment spending. He also announced that government would introduce reforms to limit wastage of government resources, and emphasize private sector development. Several analysts, however, criticised the budget especially the proposed taxes that, they say, are likely to stifle growth.
