Abuja — At the inception of the petroleum industry in the 1950s and 60s, there was hardly any deliberately structured plan to equip Nigerians with the required skills and capacity to fully participate in the industry.
The grave error lasted for decades until in past few years when President Goodluck Jonathan signed into law the Nigerian Content Act that made elaborate provisions for the participation of locals in the multi-billion dollar industry.
