Rwanda: What Recent Reshuffle Implies

The cabinet reshuffle of last week may be the last major set of changes in government until 2017. There could yet be one or two movements here and there, but this is the team that President Kagame will work with until his second term is up.

That therefore made it a more consequential set of changes in the highest echelons of government than usual. The president always insists he wants to be judged on his activities, on what he delivers during his mandate, than anything else. He wants Rwandans to look at what may, or may not have been achieved in the run up to 2017 to give their verdict on his administration. There is an ongoing "homework" among the top leadership - to listen to the views of ordinary Rwandans and what the feedback they provide will determine the course of Rwandan politics come the elections to choose a leader into the next decade.
