Machinga — Independent Member of Parliament for Machinga East, Esther Jolobala refused to sign a Memorandum Of Understanding (MOU) on repairing of Mtalala -Nayuchi road with Mota Engil currently working on Liwonde Nauchi railway line.
Sub Traditional Authority Mchingula of Nayuchi signed the MOU Thursday despite Jolobala'a refusal.
Reports allege that Jolibala mobilized people of Machinga East living along the railway line to block a road to Nayuchi to prevent tippers carrying quarry stone from travelling to their destinations.
The issue prompted for the signing MOU between Mota Engil Engenharia E Construcao. Sa of P.O Box 31379, Lilongwe and Nayuchi Community, Hon Esther Jolobala and other community members.
MOU read "Mota Engil is willing to repair the Mtalala-Nayuchi road in the critical damaged sections of the road to ensure that the road is in usable state for light vehicles."
In an interview with Mana, Jolobala said was not comfortable with the partial repairs on the road.
She said the contractor was supposed to repair the entire road without selecting the "critical damaged sections" as this was what to be the case.
The Mota Engil should not hide behind Vale Logistics, the main contractors because they (the Mota Engil) are making business, the parliamentarian explained.
"People in my area should not suffer in the name of development of a railway line, they need good roads," Jolobala added though she said did not mobilize community to block the road.
She alleged that the Mota Engil have 20 days to go before they finish the railway line.
"This is the reason I refused to sign the agreement," she said, adding that Mota Engil is also supposed to drill boreholes, rehabilitate and paint schools as their cooperate responsibility.
Sub Chief Mchingula, a business person Ishmael M'bwana , Director of Administration of Machinga District Council, Dominic Mwandira and other seven people however signed the MOU on behalf of the community in Nayuchi.
In the MOU the parties agreed that Mota Engil will use road by Lake Chilwa to transport material through tipper and damper trucks without constraints, Mota Engil shall move materials from Mtalala stockpile to Nayuchi using damper trucks for one week while keeping the road from Mtalala to Nayuchi accessible by the community through lighter vehicles.
The parties further agreed that Mota Engil shall repair the road in the critical damaged sections between Mtalala and Nayuchi to ensure ease of access by community members once the movement of material between Mtalala and Nayuchi is completed.
Mota Engil will fully cooperate in repairing the Mtalala- Nayuchi road within the period of their operation within the said road.
The repair works shall commence on Friday 15th August 2014.
Mota Engil Civil Engineer, Kondwani Gidala based at Liwonde said was still negotiating with the Nayuchi community hence asked for next time to comment on the Nayuchi issue.
