Kenya: Draft Planning Law Proposes Prison, Fines for Developers

Landowners who undertake development - including sub-division or construction - without requisite permission from planning authorities will be fined or imprisoned, according to a new law in the making.

The draft Physical Planning Bill 2014 stipulates that culprits will be fined the equivalent of 5-10 per cent of the value of the land or imprisoned for up to two years. Penalties may include both a fine and a prison term.
