Executive Secretary of the Universal Basic Education Commission (UBEC), Dikko Suleiman has blamed state governments for low basic education, adding that they were too complacent in providing their counterpart funds necessary for funding of education at that level of governance.
Suleiman also said this development accounted for over N53billion still lying fallow with UBEC, un-accessed by the states government under whose purview basic education falls.
