Part XXI of these series is a letter written by President Museveni in March 11, 1985 to members of the National Resistance Movement (NRM) from the National Resistance Army (NRA) headquarters in the Luweero Triangle.
In the letter titled 'Who is winning the war?' Museveni presented his scorecard of the war between the then government forces and his guerrilla movement. Some people in our army and movement are interested to know how the present balance of forces in the Ugandan situation stands. The question on a number of people's lips is: who is winning the war?
