ALARM bells started ringing for the criminal division of Namibia's High Court early this year. The alarm has not stopped sounding yet.

It was at the customary opening of the court for the new year in mid-January that Judge President Petrus Damaseb expressed concern that the volume of criminal trials that are to take place in the High Court would soon overwhelm the court's criminal division.
