A property manager who locked up the National Police Service Commission's offices over a Sh18 million rent dispute won a reprieve yesterday after a judge ruled he cannot be tried for refusing to house the commission.
High Court judge George Odunga, however, ruled Skyplaza Ltd and its senior manager Bendan Nduati can be charged with creating a disturbacnce.
