It is more than 20 years now since the United Nations had established the International Criminal Tribunal for Rwanda (ICTR) to prosecute the perpetrators of the 1994 Rwandan genocide which left over 800,000 people, mostly Tutsis and few moderate Hutus dead in 100 days.
