PRECISELY at 13h30 President Hage Geingob arrived at parliament gardens in a white motorcade, not the usual black fleet that everyone is used to.
He was earlier than he should be. Dressed in cream trousers and an African print shirt of linen material, he seemed quite joyful. Although he is known to be punctual, the question on everyone's lips was why the President was so early. Parliament chambers were still empty.
