South Africa: Provincial Intervention Could Aid Matlosana Municipality

Interventions into Matlosana local municipality have yielded progress according to the administrator, Mr Seth Ramagaga, who was appointed to turn the municipality around. Mr Ramagaga said the municipality has moved from disclaimer from the Auditor-General in the 2012/13 financial year to a qualified audit opinion in 2013/14.

Despite this progress, the municipality still battled with debt collection, revenue enhancement and creditor repayment. Mr Ramagaga said the municipality was owed R1.1bn and supply chain management problems and poor internal controls still persisted. The municipality was also in debt to Eskom and Midvaal Water Company.
