The just-released Uwezo report on learning in regional primary schools has raised eyebrows in Uganda. The report, a project of the Tanzania-based Twaweza organisation, followed a comprehensive study among districts in the original three East African states.
Out of the sampled 366 districts in Uganda, Kenya and Tanzania, the best Ugandan district - Kampala - came in at number 82 overall! Mbarara district came second at number 118, followed by Wakiso at 121. Kenyan districts performed best, followed by Tanzania; but, overall, the report says many children in the region are doing poorly at basic literacy and numeracy skills.
