South Africa: Massive Under-Spending by Limpopo Education Department

From today's presentation to the Portfolio Committee by the Department of Basic Education (DBE) on Conditional Grants paid to the provinces, it is abundantly clear that the Limpopo Provincial Department of Education remains dysfunctional.

Limpopo only managed to spend 24% of the Dinaledi Schools Grant for 2014/15. Due to continued under-spending, only the first tranche was transferred. The other 3 tranches were withheld from the Province.
