The constitution of the Federal Democratic Republic of Ethiopia, text-wise, provides that the federal legislative organ of the government is the highest political organ of the federal government as specified under Art.50 (3). The supremacy of the legislative, in turn, can be manifested in its formation and the exercise of its constitutional mandates. In relation with the formation of the legislative house, the constitutional setting in the formation and composition of the HPRs of Ethiopia has its shortcoming in establishing a strong and effective legislative chamber.
