Kenya: President Was Wrong to Ignore the Will of Makueni to Scrap County Government

I have read Mr Charles Nyachae's article on the imbroglio surrounding the Makueni county government (Daily Nation September 10) and disagree with his train of thought and conclusion.

Let us deal with two broad questions. Is the will of the people, exercised pursuant to clear-cut constitutional prescriptions, subject to presidential discretion and whim? Are county governments appendages of State House or the presidency? My answer to both questions is No.
