Article 27 of our Constitution enunciates a basic principle: that no more than two thirds of the members of elective or appointive bodies shall be of the same gender. It also empowers government to take legislative measures to realise this two-thirds principle.
Today, Parliament is set to debate and vote on The Constitution of Kenya, (Amendment) (No. 4) Bill, 2015, which, if passed, will guide our achievement of the two-thirds requirement as regards the membership of the National Assembly and the Senate.
