What started as a social media rumour became a reality when service providers announced that they had been directed by Uganda Communications Commission toshut down social media for the second time in three months.
The first social media shutdown of mainly facebook and twitter was in February ahead of the general elections while the May shutdown was ahead of President Museveni's swearing for a 5th elective term.
