Zimbabwe: Councils Conflicted in Attempts to Cut Wage Bill

Eight months into the year, many of the country's local authorities are still operating without approved budgets, having failed to comply with a directive from the Ministry of Local Government that obligates them to allocate the lion's share of their budgets towards service delivery.

In terms of the directive issued in 2014, councils must direct 70 percent of their revenue towards their core business -- service delivery.
