THE Windhoek Municipality is divided on whether to appoint Namdeb's general manager Riaan Burger as the chief executive because he is white.
The municipality has not had a fulltime chief executive since 2014 when Niilo Taapopi retired despite undertaking four recruitment processes. They failed to find a suitable replacement in all four instances.
