At least Rwf18.7 billion from the public finances was fraudulently transacted through expenditure without supporting documents, wasteful expenditure or spent as benefits and allowances for ineligible staff in different public institutions.
Auditor General Obadia Biraro said that 77 delayed or abandoned contracts were reported while 61 contracts worth Rwf122.5 billion had not yet received final handover by the time of 2014/15 audit.
