The brouhaha involving petty trader, Annet Nassazi, and Kampala Capital City Authority provides another example of how things are not fine at the authority. It also highlights a much bigger problem with the authority's enforcement regime.

Her protest at the authority offices early this week was within her constitutional rights to hold a peaceful demonstration. To that extent, the police were out of order in arresting her because every Ugandan is guaranteed the right to either protest or demonstrate peacefully whenever they feel aggrieved.
