On September 30, Frank Tumwebaze, the minister of information and communications technology and national guidance, issued a 467-word press release, informing the citizenry that government had commenced implementation of its pledge to provide free Wi-Fi to dwellers of selected areas in Kampala and Entebbe.

During the recent presidential campaigns, President Museveni pledged provision of free wireless internet to Ugandans with a trial version commencing on October 1, 2016.
