The High Level Panel (HLP) conducting research on the impact of legislation passed since 1994, heard about the lack of laws protecting teachers from unruly learners after the enactment of legislation banishing corporal punishment in schools.
During public hearings in the Western Cape, the Panel also heard how the abolition of corporal punishment left teachers vulnerable to physical and emotional abuse by unruly learners who take advantage of the legislation banning corporal punishment in schools.
