Uganda: Parliament Report Exposes Rot At Unra

Parliament — A new report by a parliamentary committee has exposed what MPs have called 'irregularities at the Uganda National Roads Authority (Unra) ranging from awarding contracts to incompetent consultants, abuse of procurement laws, to awarding contracts before appointing consultants and payments to firms without contracts.'

The Parliament Committee on Commissions, Statutory Authorities and State Enterprises (Cosase) report, describes Unra as a "sick institution where everything that can go wrong indeed went wrong" and warned that "fraud coupled with incompetence is the order of the day" at the roads agency.
