Kakamega Governor Wycliffe Oparanya has warned that the financial allocation to counties by the national government falls short of meeting obligations.
Mr Oparanya, also the chairman of the Lake Region Economic bloc, argues that counties may not pay salary increments to medics as well as start key projects identified in the Big Four Agenda.
