There is a new urgency to the latest round of talks in Kampala between the government of the Democratic Republic of Congo and its foes in the M23 rebel group.
It is not likely that the rebels will be able to negotiate their
accountability for the rebellion or the forgiveness of alleged war crimes.
Consequently the peace process is doomed to stall and fail.
