South African President Jacob Zuma arrived in the Republic of Congo on Monday to attend the Forbes Africa Forum taking place in Brazzaville on Tuesday.
Apparently, abuses were committed by the authorities in Brazzaville to
clear the area around the parliament building (where the Forbes African
Forum was being held) from "undesirables":

It's appalling that the authorities would condone this kind of behaviour,
and I hope that the perpetrators are held accountable.
