Better training? Since Kabila is called president there is no law in the country except some cover up to save his own image. When there is no law, there is no discipline. When police/soldier have no wages for more than 3 months how can better training be thought of? Kabila-Kagame- Monuc, the UN acronym in French, are all one and agree to destroy the DRCongo population. The aim is to empty the Congolese population while substituting them by Rwandese population. No matter how many Congolese will die during Kabila's office term the most important thing is the multinationals interest. Despite losing more than 10 000 000 millions people there is no action from the international community to punish the killers. Eternal God we are asking to avenge inoncent blood in Jesus Christ name, amen!
These recommendations to not support the national army and only protect civilians do not make much sense. The same apply to latest call by the same HRW to the FDLR to investigate their own crimes and punish whoever is found guilty amongst them. The insurgents (nationals and foreigners) must be dealt with militarily as any other country in the world would do.It's better for the civilians to suffer as a result of driving out rebelions instead of long suffering caused by permanent foreign occupation. NGO's like HRW have their own agenda which is not necessarily for the good of DRC.
