Amid questions over whether all the returns from Zimbabwe's diamond fields are being reported to the Finance Ministry - controlled by Prime Minister Morgan Tsvangirai's party - it is alleged that President Robert Mugabe's wing of of the unity government has channelled diamond money to pay for civil servants' salary increases.
