Chevron Moving Ahead With Off-Shore Oil Search

The oil giant Chevron, which announced in March its intention to explore for petroleum in Liberia, is starting off shore drilling that could move Liberia into the ranks of west Africa's oil producing nations. I want to know how Chevron determined these projects? More importantly does Chevron have environmental cleanup plan in place for its oil extraction activities in Liberia?
