Capacity Building: Tanzanian Officials Trained in Public Speaking
Speaker of Parliament Anne Makinda has praised the Institute of African Leadership for Sustainable Development for providing public speaking training to 14 ministers. Effective communication is key to great leadership, experts have said.

I beg to differ; Uganda has made democratic regression but not gains. Most Ugandans do not believe that they can change their government through elections. It seems to me, that the rules for managing political competition and for transferring political power have failed to deliver democratic change.
