Ugandan Parliament Fails to Pass Oil Bill Yet Again
Speaker Rebecca Kadaga sneaked out of parliament as debate on the oil bill span out of control and regular parliament procedures were forgotten. The fiercely divided legislators failed to pass the oil bill despite it's presidential publication.
