If you read UN reports, you will not that both RPF and FDLR at different stages , were involved in mass killing of their own people. To refuse to negotiate will only reinforce the deep hate and division between the two tribes. Musoni can talk what will please the government, but the Hutu people of Rwanda know the facts and Tutsi know the facts.
