MUSEVENI MUST BE TOPPLED. MUSEVENI AND KAGAME ARE MODERN DAY SLAVE TRATDERS. THE TWO INDIVIDUALS ARE WORKING TO PERPETRATE THE EXPLOITATION OF AFRICAN NATURAL RESSOURCES FOR THE BENEFIT OF THEIR WESTERN MASTERS. THEY HAVE WAGED WARS AND KILLED MANY BLACK AFRICANS FOR N REASON. IDI AMIN AND MOBUTU WERE BETTER IN TERMS OF UNDERSTANDING AFRICAN INDEPENDANCE. KILL MUSEVENI AND KILL KAGAME. AFRICA MUST UNITE.

I would not agree with the term heavy handed. I would counter that the governments in the developed world are responsible to their electorate, and their electorate would not approve of foreign dictators and his friends wasting their money, especially when they are taking service cuts at home.
