I'm do not think the government has any place in sponsoring anyone individual or group for religious purposes. This whole religious thing there has gotten out of hand, government should distance itself from religion. That is how a secular state is meant to be.

For Muslims Hajj is obligatory, however government funding for it shouldn't be. An alternative means of funding should be sought to sponsor pilgrims. Namely from the private sector and local communities (They can raise money though local events like fairs etc, if they feel that is the best use of their money). Those communities could sponsor a few individuals whom they feel are worthy enough for the event, whom they feel would never be able to perform the Hajj (maybe that way the pilgrims would be more appreciative of it).

As for quarantine, that is a joke. There are no health standards in Nigeria! Was it not the same Nigeria that re-infected formerly polio free nations in Africa? They weren't satisfied with that so they took with them to Saudi and infected their hosts & other pilgrims. Borders only exist on paper, you can smuggle anything you want into Nigeria. So the idea of putting pilgrims in quarantine for a month is a joke, this disease that you allude to will surely find a home in Nigeria, it will be just another one of the deadly diseases that thrive there. Even if there was a cure, it will still exist. A cure exists for polio but in Nigeria, polio is alive and well.

Similarly, there should be no government sponsorship of Christians to Rome or Jerusalem. This is not obligatory on Christians in any case (probably they were jealous of the Muslims - who knows...). If they want to go, they should appeal to the public sector or their respective communities, or raise the money themselves.
