Hague Prosecutor Moots Charging Nigerian Militants

The prosecutor of the International Criminal Court, Fatou Bensouda, says there are grounds to charge Boko Haram with crimes against humanity, but that she is still examining whether Nigeria is taking adequate steps to prosecute the group. The ICC can bring charges only if a country's justice system fails to act itself.
